EU €3 Duty on AliExpress and Cainiao Parcels: What Tracking Shows
From 1 July 2026 the European Union applies a temporary €3 customs duty to qualifying low-value e-commerce imports from outside the bloc and removes the previous €150 duty-free threshold. That change can affect checkout prices, customs handling, and how long a Cainiao-linked parcel sits after it arrives in the EU. Track the current events on CNUSUP and read the latest scans before you treat a pause as a lost package.
This page explains what public reporting says about the fee and how to read a tracking timeline. It cannot calculate duty for one order or replace the marketplace, carrier, or a customs authority.

What the July 2026 rule covers#
Euronews reported that the EU ended the exemption that let parcels worth under €150 enter duty-free and introduced a flat €3 duty instead. The Institute Cologne describes the same change as a transitional measure that is intended to last until 1 July 2028, when a later category-based system is scheduled to take over.
The fee is aimed at third-country e-commerce parcels, including many AliExpress, Temu, and Shein orders shipped from outside the EU. It is not a consumer tracking status. A CAINIAO, CNUSUP, LP, or GLO number does not tell you whether the seller already collected the fee at checkout or whether a carrier will collect it later.
Do not use this page to decide:
- The exact duty, VAT, or handling fee on your order.
- Whether a particular item is admissible.
- Whether an unexpected payment text is genuine.

What you may see in tracking#
The new duty does not create one universal scan. After a China-origin Cainiao-linked parcel reaches the EU you may still see:
- Arrived at destination country / arrived in the EU
- Customs clearance, import processing, or a clearance event
- Awaiting payment of duties, or a similar carrier phrase
- Released by customs / handed over to a local carrier
Arrival in the destination country is not clearance and is not out for delivery. Use arrived at destination country vs out for delivery if those two phrases appear close together on the same page.
A multi-day freeze around customs is common while the entry is processed or while a platform-collected fee is reconciled. That freeze alone is not proof that the parcel is lost, detained, or assessed a particular amount. If the page has not moved for several days, also read why package tracking stops updating.
How to check one AliExpress or Cainiao order#
- Save the checkout total, any “import costs” or duty line shown before purchase, the shipping method, and every tracking number.
- Search the original number on CNUSUP. Keep any later local number as well.
- Compare the first export scan with the first EU arrival scan. A China-export trail is more consistent with a third-country parcel that can fall under this duty.
- Look for a duty or document request on the marketplace account and the official carrier site, not in an unexpected SMS.
- If the seller fulfilled from stock already inside the EU, do not compare that order to a China-direct customs pause. See EU parcel duty versus overseas-warehouse tracking.
If a legitimate carrier notice asks for payment or documents, answer with the actual order details. Do not ask a seller to understate value or change a product description.
